Greece Golden Visa
Thresholds, process, costs and questions. This page is for information; the Greek authorities set the conditions.

Three thresholds, by starting price
The Greek Golden Visa is a five-year residence permit granted to non-EU investors, and their families, who buy property in Greece above a threshold set by law. The permit renews every five years for as long as you hold the property. There is no single figure: depending on where the property is and which route you take, the threshold is €250,000, €400,000 or €800,000. This page sets out the thresholds, the process, the costs and the questions we hear most often, in plain language. Avla is an Istanbul-based property advisory. Its founder, M. Sami Akbeniz, brings 33 years in business; for about a year the firm has focused solely on the Greek Golden Visa. We handle the property side. Legal due diligence and the residence application are carried out by independent Greek law firms.
For investors who want the permit at the lowest entry point. This threshold is not tied to location: it applies only to a non-residential building converted to housing (change of use) or to the restoration of a listed building.
The conversion must have been carried out after 5 April 2024 and completed before the application. There is no minimum floor area. A property bought on this route cannot be let short-term for five years. The threshold you apply under is confirmed in writing through legal review.
77 projectsFor investors buying a single home of at least 120 m² outside Attica, Thessaloniki, Mykonos, Santorini and islands with more than 3,100 residents.
The legal threshold is set by the property's location, not by this price band. For every project in this band, the applicable threshold is confirmed in writing through legal review.
9 projectsFor investors buying a single home of at least 120 m² anywhere in Attica (Athens, Piraeus, the Riviera and the suburbs), in Thessaloniki, on Mykonos or Santorini, or on islands with more than 3,100 residents.
The top tier of the standard route. The single-property and 120 m² minimum apply. The full price is paid by bank transfer.

The permit is valid for five years. It renews every five years for as long as you keep the property, with no requirement to increase the investment. *

What you should know
2027: the transfer-tax announcement
In September 2026 the government announced that from 1 July 2027 the transfer tax on residential purchases by non-EU/EEA individuals will rise from 3.09% to 15.45%. There is no law text yet. Companies, EU citizens, long-term residents and persons of Greek origin are outside the scope; no Golden Visa exemption has been announced. The decisive date is the transfer of title. The arithmetic: about €30,900 more at €250,000; about €98,880 more at €800,000. *

A property bought for the Golden Visa cannot be let on a daily or weekly basis. Breaches carry a €50,000 fine and the risk of losing the permit. Long-term letting is free. Separately, new short-term rental registrations in central Athens districts are suspended throughout 2026. *

A home sale in Greece is subject either to 24% VAT or to transfer tax, never both. The VAT suspension on new builds runs until 31 December 2026; a 2027 extension has been announced but not enacted. The suspension of capital gains tax on the seller's side ends on the same date. *

On the conversion route the property must be residential before title passes, so at the moment of transfer the deed describes a home. The announced tax rise therefore affects this route directly. The industry is asking for an exemption or an intermediate rate for conversion investments; that is a request, not a decision. *

Is €250,000 still possible?
Yes, but only in two cases: a non-residential building converted to housing, or the restoration of a listed building. It is not a regional threshold; no city or district is a €250,000 zone. The conversion must have been carried out after 5 April 2024 and completed before the application. Whether a property qualifies for this route is confirmed in writing through legal review before any funds are transferred.
Related article · Ref. R0032Greece Golden Visa €250,000 Exemption: Commercial-to-Residential Conversion →Where is the threshold €800,000?
Across the entire Attica region (Athens, Piraeus, the Riviera and the northern and southern suburbs), in Thessaloniki, on Mykonos and Santorini, and on every island with more than 3,100 residents. In these areas the standard route requires a single home of at least 120 m². No district of Athens has a €400,000 threshold.

In every region outside Attica, Thessaloniki, Mykonos, Santorini and islands with more than 3,100 residents. The condition is the same: a single property of at least 120 m². A home in Halkidiki, Evia or the Peloponnese, for example, falls into this tier.
Related article · Ref. R0067Greek Golden Visa 2026: The Regional Map of €250K, €400K and €800K Thresholds →Which family members are covered?
Your spouse, your children under 21, and the parents of both you and your spouse. Your spouse's unmarried child under 21 from a previous marriage qualifies where custody rests with your spouse. All apply on one file, under one investment.
Related article · Ref. R0071Family Reunification: How to Include Spouse, Children Under 21 and Parents in Your Greek Residence Permit →What is the age limit for children?
Children are included in the family permit until they turn 21. At 21 they move to an independent three-year permit, which carries a €450 fee. There is no fee for children under 18.
Related article · Ref. R0071Family Reunification: How to Include Spouse, Children Under 21 and Parents in Your Greek Residence Permit →Do I have to live in Greece?
No. There is no minimum-stay requirement. The permit renews every five years for as long as you hold the property. One consequence: unless you actually live in Greece, the residence period required for citizenship does not accrue.
Related article · Ref. R0029Greece Golden Visa 2026 Guide: Requirements, Cost, Process & Investment Strategy →How long does it take?
Shortlist, review, reservation and tax number take a few weeks; the title deed is completed in 3–4 weeks. After the Golden Visa application, the card is issued in about 4–6 months depending on where the application is filed; the appointment and card calendar is set by the authorities. The two things that most often add time are an incomplete source-of-funds file and a property with title issues. We do not promise a fixed timeline; we report the actual timeline in writing at every step.
Related article · Ref. R0122How Long Does the Greek Golden Visa Take? Processing Time & Timeline (2026) →Can I rent the property out?
Long-term letting is free and does not affect the permit. Short-term (daily or weekly) letting of a Golden Visa property is prohibited; the fine is €50,000 and the permit can be revoked. On the €250,000 conversion route the ban is expressly five years. Rental income is taxed in Greece at progressive rates starting at 15%.
Related article · Ref. R0058Renting a Greek Golden Visa Property: The 60-Day Rule + AADE Platform Reporting (May 2026) →Can it be done by power of attorney? Do I need to travel?
Most steps are completed remotely under a power of attorney granted to your lawyer: tax number, bank account, reservation, title deed. Visiting the property is recommended but not required; we provide live video viewings. One trip to Greece is needed for biometrics. The power of attorney is drawn up at a notary in Türkiye and apostilled.
Related article · Ref. R0069Buying a Home in Greece via Power of Attorney: 11 Steps Without Leaving Türkiye →How do I transfer the money from Türkiye?
The price is sent by SWIFT from your own bank account in Türkiye to your own account in Greece. Türkiye sets no legal ceiling; a 0.2% foreign-exchange levy and bank charges apply when buying the currency. Source-of-funds documents (statements, sale, salary or dividend records) form part of the application file. Payment must come from the account of the investor, the spouse or a relative up to the second degree, not from a company account.
Related article · Ref. R0070AFM Tax Number + Greek Bank Account: A Full Guide for Turkish Citizens →Will I be taxed twice?
A double-taxation treaty between Türkiye and Greece is in force. Rental income is taxed first in the country where the property is, that is Greece; how it is declared and credited in Türkiye depends on your personal position and is settled with your accountant. This page is not tax advice.
Related article · Ref. R0127Greek Property Taxes 2026: The Complete Guide for Foreign Investors →Does the Golden Visa lead to citizenship?
Not directly. The Golden Visa is a residence permit. Greek citizenship is a separate application: seven years of actual residence with more than 183 days a year, plus language and integration requirements. Most Golden Visa holders never take that route; the permit itself is the goal. If a passport is your aim, plan the route with a Greek lawyer from the outset.

According to the announcement, from 1 July 2027 non-EU individuals buying residential property will pay 15.45%. There is no law text yet and no Golden Visa exemption has been announced. The decisive date is the transfer of title, not the agreement or payment date. A transfer completed by 30 June 2027 stays at today's rate. We explain this with arithmetic, not urgency.
Related article · Ref. R0175Greece Raises Property Transfer Tax to 15% for Non-EU Buyers: What Changes on 1 January 2027 →Can I use a loan or mortgage?
The full threshold amount must be paid by bank transfer from the own account of the investor, the spouse or a relative up to the second degree. In practice this rules out financing the threshold amount with a loan. Where the price exceeds the threshold, options are reviewed case by case with your lawyer.
Related article · Ref. R0059Greek Mortgage 2026: Can a Foreign (Turkish) Investor Get a Loan? →What happens if I sell the property?
Selling the property ends the permit. To keep it, you must hold the property or acquire another qualifying property at the same time. For individuals, capital gains tax on a sale is suspended until 31 December 2026; an extension into 2027 is under discussion.
Related article · Ref. R0029Greece Golden Visa 2026 Guide: Requirements, Cost, Process & Investment Strategy →Can I buy in my minor child's name?
Yes. A child under 18 can own the property and be the main applicant, acting through legal representatives. Court authorisation is required and the full price must be paid up front by bank transfer; the child cannot take on debt. Whether the parents obtain residency through the child's investment is not expressly regulated; it is confirmed in writing case by case, never promised.
Related article · Ref. R0185Greek Golden Visa in a Child's Name: Can a Minor Be the Main Applicant? (2026) →Is health insurance required?
Yes. Each family member needs a separate policy of at least one year, from a Greek insurer or a foreign insurer that expressly covers Greece; travel insurance is not accepted. 2026 premiums are roughly €70–105 a year for an adult and €60–85 for a child.

The threshold boxes on this page show starting-price bands. The legal threshold is set by the property's location and legal status. For every property you choose, an independent lawyer confirms it in writing during legal review; the reservation follows that confirmation.
