Dubai Marina, JLT and Jumeirah: Overview of Dubai Marina, JLT, Dubai Harbour and Jumeirah
This report provides a comprehensive overview of the coastal and inland waterfront districts of Dubai Marina, Jumeirah Lakes Towers (JLT), Dubai Harbour, and Jumeirah. These areas represent a significant portion of Dubai's residential and commercial landscape, ranging from the high-density canal-side environment of Dubai Marina (Wikipedia) and the mixed-use community of JLT (dmcc.ae) to the historical and low-rise residential character of Jumeirah (Wikipedia) and the modern waterfront development of Port de La Mer. Character of the area
The region comprises four distinct areas along Dubai's coast and inland waterfront. Dubai Marina is a high-density, mixed-use coastal neighbourhood built around an artificially constructed canal spanning 3 kilometres of Persian Gulf shoreline (Wikipedia). The district was developed by an established developer and designed by HOK Canada, drawing inspiration from Concord Pacific Place in Vancouver (Wikipedia). Major developments within Dubai Marina include the Jumeirah Beach Residence, Marina Quays, and various towers (Wikipedia).
Jumeirah Lakes Towers (JLT) is a mixed-use community developed and managed by DMCC, combining residential, office, retail and dining functions. According to DMCC's 2025 information sheet, JLT and Uptown Dubai together span over 2 km² with more than 87 towers and a population exceeding 100,000 residents (dmcc.ae; jlt.ae). The towers are organized in 26 clusters named A to Z, with Almas Tower serving as the centrepiece and tallest structure (Wikipedia). The community features over 500 shops and more than 300 restaurants, along with 2 million m² of communal space and public areas around the lakes (dmcc.ae; jlt.ae).
Jumeirah is a coastal residential area characterised by low-rise private dwellings and hotel developments (Wikipedia). The area has deep historical roots, with archaeological evidence of habitation dating to the Abbasid era along a caravan route connecting India and China to Oman and Iraq (Wikipedia). Historically, residents were fishermen, pearl divers and traders; at the turn of the 20th century, the area comprised approximately 45 areesh huts (Wikipedia). The beachfront was previously known as Chicago Beach, named after the Chicago Bridge & Iron Company which operated there (Wikipedia).
Port de La Mer, located in Jumeirah 1, is a pedestrian-focused waterfront residential community developed by an established developer as part of the larger La Mer development. Housing options range from 1 to 5 bedrooms.

In Bayut's 2026-09 data the sale price is roughly: JLT $5,531/m²; JLT $6,328/m²; Dubai Harbour $12,597/m²; Dubai Marina $7,137/m²; Port de la Mer $11,132/m².
Buyer and tenant profile
We have limited sourced data on buyer and tenant profiles across the four areas as of 29 October 2026.
For tenant composition, one real estate website identifies professional renters, couples, and single occupants as target tenant groups in Dubai Marina, alongside short-term accommodation guests (nahyrealestate.com).
Regarding foreign ownership, the Dubai Land Department confirms that foreign non-resident buyers may transact with a valid passport, and that freehold areas require a developer e-NOC (Dubai Land Department). Foreign ownership rights in Dubai are restricted to designated areas and properties; eligibility for specific projects in these four locations must be verified individually through DLD records (egsh.ae; Dubai Land Department).
On rental yields, we can report only for Jumeirah Lakes Towers. According to Property Finder's listing data for the last 12 months (as of 29 October 2026), average annual rents stood at 62,460 AED for studios, 90,191 AED for one-bedroom units, and 134,169 AED for two-bedroom units (Property Finder).
Recent developments and planned projects
We review recent developments and planned projects across Dubai Marina, Jumeirah Lakes Towers, Dubai Harbour, and Jumeirah based on available data as of 29 October 2026.
In Dubai Marina, residential supply activity is documented through a data provider report dated 12 October 2026 (dubaiwealthindex.com). The neighbourhood shows 2,685 units planned for delivery across 2026–2028, with 4,543 units in pending status across 12 projects (dubaiwealthindex.com). Delivery timelines for the final quarter of 2026 include 661 units at Aeternitas Tower, 227 units at LIV Lux, and 440 units at Marina Shores (dubaiwealthindex.com). For the first quarter of 2027, Bluewaters Bay is targeted to deliver 678 units (dubaiwealthindex.com).
Broader transport infrastructure affecting the wider region includes the Dubai Metro Blue Line. According to an RTA announcement dated 9 November 2025, the line spans 30 km with 14 stations (RTA). Construction progress reached 10% by 2025, with a target of 30% completion by end of 2026 and a targeted opening date of 9 September 2029 (RTA). The Gold Line, reported on 21 July 2026, measures 42 km with 18 stations and carries a targeted opening of 2032. Etihad Rail's national passenger network is undergoing phased opening with a target of 36 million annual passengers by 2030, according to the same 21 July 2026 report.

Risks and honest caveats
- Price and rental data span multiple providers and periods (Bayut September 2026, Property Finder through 29 October 2026, Keyva Q3 2026, Dubai Wealth Index through 19 October 2026). Figures from different sources for the same area and period may diverge; for example, Dubai Marina ready apartments show 2.435 AED/ft² versus 1.997 AED/ft², reflecting differences in sample composition and methodology (keyva.ae; Bayut). Comparisons across areas or time periods should account for these variations.
- Year-on-year price changes reported by Bayut and Property Finder are based on listing and transaction data from their respective platforms and may not represent the entire market. Past price movement is not a guarantee of future performance.
- Supply data for Dubai Marina (2,685 units planned for 2026–2028 and 4,543 units in pending status) derives from a single provider report dated 12 October 2026 (dubaiwealthindex.com). Delivery timelines for projects including Aeternatis Tower, LIV Lux, Marina Shores, and Bluewaters Bay should be verified directly with developers, as construction schedules are subject to change.
- Dubai Harbour has no confirmed metro, tram, or dedicated water-transit station according to RTA sources reviewed as of 22 October 2026 (RTA). Transport connectivity for this area relies on road access and proximity to nearby stations; future metro or tram extensions should be verified with RTA.
- Water-transit routes from Dubai Marina (FR2 to Bluewaters and FR4 to Palm Jumeirah and Atlantis the Palm) may operate intermittently; current schedules should be verified with RTA before relying on these services (RTA).
- Broader transport infrastructure projects—the Dubai Metro Blue Line (targeted opening 9 September 2029) (RTA), the Gold Line (targeted opening 2032), and Al Maktoum International Airport expansion (targeted 2032)—are long-term initiatives. Actual completion dates and operational timelines depend on construction progress and regulatory approvals and should be monitored separately.
- Foreign ownership eligibility varies by property and location within these four areas. Freehold transactions require a developer e-NOC, and foreign non-resident buyers must hold a valid passport (Dubai Land Department). Eligibility for specific projects must be verified individually through Dubai Land Department records (egsh.ae; Dubai Land Department).
- All AED-denominated figures depend on the AED–USD exchange rate at the time of transaction or valuation. Currency fluctuations may affect the equivalent value in other currencies.
- Rental yield data for Dubai Marina (5.1% median across 90 buildings) is based on published yields from a subset of buildings and may not represent the entire neighbourhood (dubaiwealthindex.com). Comparable yield data for Jumeirah Lakes Towers, Dubai Harbour, and Port de la Mer is not available in current sources.
Golden Visa framework
The Golden Visa framework for property investors in the United Arab Emirates requires a minimum combined property value of AED 2,000,000 across one or more properties (ICP). The investor must be the full owner of the property; however, financing from an approved local bank is permitted (ICP).
Off-plan units are accepted under the Golden Visa scheme provided the total purchase price is at least AED 2,000,000 and the purchase is made from a real estate company approved by the relevant local authority (ICP). Mortgaged properties are also eligible, provided the buyer obtains a letter from the bank confirming no objection and provides evidence of the amount paid and remaining balance (Dubai Land Department).
Regarding residence duration, sources show a conflict: the ICP Golden Residency Guide and the ICP property investor service page both state 10 years, while the Dubai Land Department service page refers to a 10-year renewable residence (ICP; Dubai Land Department). Written confirmation from the relevant authority is recommended before proceeding.
For property registration, the Dubai Land Department charges a registration fee of 2% of the sale price from the seller and 2% from the buyer on completed property transfers, totalling 4% (Dubai Land Department). For off-plan first registration (Oqood), the fee is 2% from the seller, 2% from the buyer, and AED 1,000 charged by the developer through the Oqood portal (Dubai Land Department). These fees reflect the rates current as of October 2026 (Dubai Land Department).
From our portfolio in Dubai Marina, Jumeirah Lakes Towers, Dubai Harbour and Jumeirah, the following listings meet or exceed the AED 2,000,000 threshold at their starting prices:
The prices shown are starting prices for the listed units. Actual eligibility for the Golden Visa depends on the specific unit selected and the assessment by the relevant authority. Prospective investors should verify all conditions and requirements with the official authorities before committing to a purchase.
| Code | Listing | Area | Starting price | Approx. AED (calculation) |
|---|---|---|---|---|
| A0085 | Verde | Jumeira Lake Towers | $550,310 | 2,021,000 |
| A0043 | Casa, Marina | Marina | $679,452 | 2,495,000 |
| A0051 | Beachfront BayView | Marina | $808,462 | 2,969,000 |
| A0024 | Bay 2, Marina | Marina | $950,136 | 3,489,000 |
