Levent and Maslak District Report — The Büyükdere Axis, Transport and Price Range

Ref. R0238·M. Sami Akbeniz·

Levent and Maslak District Report — The Büyükdere Axis, Transport and Price Range
Summary

The region encompasses Levent and Etiler in Beşiktaş, Maslak in Sarıyer, and Seyrantepe. The area is served by the M2 metro line (Yenikapı–Seyrantepe–Hacıosman) and the M6 metro line (Levent–Boğaziçi Üniversitesi/Hisarüstü).

Levent and Maslak: Transport, Daily Life and Price Range

This report provides an analysis of the Levent, Etiler, Maslak, and Seyrantepe neighbourhoods, which constitute a significant commercial and residential corridor on Istanbul's European shore. Levent is situated within the Beşiktaş district (Wikipedia), while Maslak, which evolved from a village into a major business hub since the 1990s, falls under the Sarıyer district following a 2012 boundary change (Wikipedia). Our study examines the urban character, transit connectivity, and current market pricing within these four specific areas to assist in understanding the regional landscape as of 29 October 2026.

The region is defined by its high-density urban environment and its role as a central business axis along Büyükdere Avenue. We look at the demographic distribution, where Beşiktaş holds a density of approximately 9,211 people per km², while the larger Sarıyer district maintains a lower density of roughly 1,966 people per km² (İBB; nufusu.com). This report synthesizes available data on property values, rental yields, and infrastructure to provide a clear picture of the current market status. Every figure is sourced; there is no number in this text whose source we cannot show.

Character of the area

Levent and Maslak form part of Istanbul's European shore, spanning two districts with distinct administrative and urban characters. Levent is a neighbourhood within Beşiktaş (Wikipedia), while Maslak, originally a small village, underwent rapid economic development from the 1990s onward (Wikipedia) and now falls administratively under Sarıyer following a boundary change in 2012 (Wikipedia).

The region's population reflects its urban density. Beşiktaş district held 165,895 residents in 2025, distributed across an area of 18.01 km², yielding a calculated density of approximately 9,211 people per km² (İBB; nufusu.com). Sarıyer, the larger district encompassing Maslak, recorded 344,883 residents in 2025 across 175.39 km², resulting in a much lower density of roughly 1,966 people per km² (İBB; nufusu.com). This contrast reflects Sarıyer's broader geography extending northward along the coast.

Maslak's identity centres on modern commercial and office development. The neighbourhood hosts significant institutional facilities including the 3rd Army Corps Command, Provincial Gendarmerie Command, and Military Academies (Wikipedia). The built environment is marked by high-rise structures and contemporary skyscrapers (Wikipedia). The tallest completed building is the 47-storey Spine Tower, while the Istanbul Diamond project, currently under construction suspension, is intended to become the area's highest structure upon completion (Wikipedia). The name Maslak derives from Ottoman-era terminology referring either to a small water basin or to a slaughterhouse (Wikipedia).

Levent and Etiler, situated along the Büyükdere Avenue axis, form part of the broader business and commercial corridor. Seyrantepe completes the four-area study zone. The specific character distinctions and development patterns among these sub-areas require further detailed investigation beyond currently available sources.

Getting around

The Levent and Maslak region is served by two metro lines that form the backbone of public transit connectivity.

The M2 line (Yenikapı–Seyrantepe–Hacıosman) is the primary metro corridor for the area (Metro İstanbul). Within our four neighbourhoods, the M2 serves Gayrettepe, Levent, 4. Levent, Sanayi Mahallesi, Seyrantepe, İTÜ-Ayazağa and Atatürk Oto Sanayi stations (Metro İstanbul). Passengers travelling toward Seyrantepe transfer at Sanayi Mahallesi (Metro İstanbul). The M6 line (Levent–Boğaziçi Üniversitesi/Hisarüstü) operates between Levent, Nispetiye, Etiler and Boğaziçi Üniversitesi–Hisarüstü, spanning 3.3 km, with service hours from 06:00 to 00:00 (Metro İstanbul).

Other metro lines do not serve these neighbourhoods directly. The M4 (Kadıköy–Sabiha Gökçen Airport), M5 (Üsküdar–Sultanbeyli) and M8 (Bostancı–Parseller) lines operate elsewhere in the city (Metro İstanbul).

The M11 line connects Gayrettepe to Istanbul Airport with an approximate journey time of 30 minutes on that segment, though total travel time from Levent including access and transfer is not documented (istairportistanbul.com).

Daily life: schools, healthcare, coast and shopping

The Levent and Maslak region spans parts of Beşiktaş, Kâğıthane, and Sarıyer districts, with Maslak administratively located in Sarıyer following boundary changes (İBB). The area is served by several universities: İstanbul Teknik Üniversitesi operates its main campus in Maslak (Wikipedia), while Boğaziçi Üniversitesi and Galatasaray Üniversitesi are situated nearby in Beşiktaş (en.besiktas.bel.tr). Işık Üniversitesi and Haliç Üniversitesi are also present in the broader Büyükdere Caddesi corridor (Wikipedia).

For primary and secondary education, the region includes Ayazağa İlkokulu in Sarıyer (sariyer.meb.gov.tr), Etiler Anadolu Lisesi, Levent Mesleki ve Teknik Anadolu Lisesi, and Etiler Mesleki ve Teknik Anadolu Lisesi in Beşiktaş (sariyertercihveegitimplatformu.com).

Healthcare facilities include Özel Etiler Hastanesi and Özel Levent Hastanesi, both registered on the Ministry of Health's active private hospital list (shgmozelhasdb.saglik.gov.tr), as well as Acıbadem Etiler Tıp Merkezi in Levent (acibadem.com.tr). Dünya Göz Hastanesi operates in 1. Levent.

Shopping and dining are centred on major shopping malls: Kanyon, Metrocity, ÖzdilekPark and Akmerkez serve the Levent–Büyükdere area (propertyturkey.com; besiktasrezidans.com.tr). The İstanbul Cezeri Müzesi is noted in the Maslak vicinity (propertyturkey.com). Public transport connectivity is provided by the M2 metro line, which includes Levent, 4. Levent and Seyrantepe stations, and the M6 line serving Levent, Nispetiye and Etiler (Metro İstanbul).

Price and rent range

We examine sale prices and rental metrics across the four areas using data from Endeksa, the most recent provider available to us as of 29 October 2026.

AreaSale (TL/m²)YoY changeRent (TL/m²)Gross yieldPayback periodPeriod and source
Levent280,113+41.76%8633.70%27 yearsSeptember 2026, Endeksa

Seyrantepe96,330+14.79%401—16 yearsSeptember 2026 (sale), December 2025 (rent), Endeksa

Sale prices show a wide spread across the region. Levent stands at 280,113 TL/m² with a year-on-year increase of 41.76%, while Etiler reaches 331,286 TL/m² with a 25.55% annual change (Endeksa). Both neighbourhoods command substantially higher prices than Maslak at 157,269 TL/m² and Seyrantepe at 96,330 TL/m² (Endeksa). Year-on-year growth rates decline as we move to lower-priced areas: Maslak shows 23.15% and Seyrantepe 14.79% (Endeksa).

Rental unit prices follow a similar hierarchy. Etiler leads at 942 TL/m², followed by Levent at 863 TL/m², Maslak at 801 TL/m², and Seyrantepe at 401 TL/m² (Endeksa). Gross rental yields, however, tell a different story. Maslak delivers the highest yield at 6.24% with a 16-year payback period, while Levent offers 3.70% over 27 years and Etiler 3.40% over 29 years (Endeksa).

We note that Etiler's sale price reflects August 2026 data while its rental metrics are from September 2026, and Maslak's rental data is from August 2026 while its sale price is from September 2026. Seyrantepe's rental data originates from December 2025, making it the least current in the table. We found no comparable data distinguishing new from resale or ready from off-plan properties across these areas for the same period.

For ease of comparison, USD equivalents (calculation): we converted the TL values in the sources at the Central Bank of Türkiye's 27 October 2026 forex selling rate of 49.7892 TL per USD (TCMB); the TL value in the source is what counts, and the dollar figure moves with the exchange rate. In Endeksa's 2026-09 data the sale price per square metre is roughly: Levent $5,626/m²; Maslak $3,159/m²; Seyrantepe $1,935/m². Average monthly rent is roughly: Etiler $2,421; Levent $3,641.

Buyer and tenant profile

We have limited sourced data on buyer and tenant profiles for Levent, Etiler, Maslak and Seyrantepe.

At the Istanbul level, foreign purchases show activity. In the first half of 2026, 4,420 residential units were sold to foreign buyers in Istanbul, representing approximately a 14.4% increase compared to the same period in 2025 (gayrimenkulhaber.com). In September 2026 alone, 817 units were sold to foreign nationals in Istanbul, accounting for approximately 37.7% of Turkey's 2,167 foreign residential sales that month (dha.com.tr; veriatlasi.com). Among foreign buyers nationally in September 2026, the leading nationalities were Russian Federation (388 units), Iraq (166 units) and Germany (162 units) (dha.com.tr).

Among Istanbul's districts receiving foreign purchases in the first half of 2026, Esenyurt, Beylikdüzü, Bağcılar, Başakşehir, Küçükçekmece, Zeytinburnu, Şişli, Avcılar, Büyükçekmece and Kâğıthane were noted, though unit counts and district shares were not disclosed (gayrimenkulhaber.com).

Tenant types—students, working professionals, families, expatriates—and their distribution in these four areas lack current, sourced numerical data (gayrimenkulhaber.com). Demand drivers such as proximity to employment centres, transport links or educational institutions cannot be quantified from available sources (gayrimenkulhaber.com).

At the Istanbul level, rental-yield figures and comparable metrics for the current period are not disclosed in accessible sources (Endeksa).

Recent developments and planned projects

We examined available sources for recent developments and planned projects in Levent, Etiler, Maslak, and Seyrantepe for the 2025–2026 period. Our findings are limited by the scope of current data.

Metro and Transport

Two metro lines are in the planning phase according to Metro İstanbul's project page updated on 15 October 2026 (Metro İstanbul). The İTÜ–Kağıthane line is planned to begin at İTÜ-Maslak and extend through Ayazağa and Cendere. The Seyrantepe–Alibeyköy line is also listed as a project extending from Seyrantepe via Cendere (Metro İstanbul). Neither project page provides construction timelines or targeted opening dates.

The existing metro network serving the region includes the M2 line (Yenikapı–Seyrantepe–Hacıosman) and the M6 line (Levent–Boğaziçi Üniversitesi/Hisarüstü), both confirmed as operational as of 3 October 2026 (Metro İstanbul). No new metro extensions to this corridor were confirmed in official sources for 2025–2026.

Urban Transformation and Zoning

At the city level, the Urban Transformation Authority reported on 9 June 2026 that 924,000 residential and commercial units have been transformed across Istanbul, with 175,000 units under construction and 78,000 units enrolled under the Yarısı Bizden programme (kdb.gov.tr). The distribution of these figures across Levent, Etiler, Seyrantepe, and Maslak is not provided in available sources.

Major Projects and Regeneration

Confirmed information on large residential or commercial projects initiated, completed, or planned in these areas during 2025–2026 was not available in our sources. Coastal or park development initiatives specific to this region for the same period were also not documented in current data.

Risks and honest caveats

  • Price and rental data originate from Endeksa and span August to September 2026, with Seyrantepe's rental figures dating from December 2025 (Endeksa). Year-on-year comparisons reflect changes to September 2025 baselines; figures from different months within the same provider should not be directly averaged or treated as simultaneous snapshots (Endeksa).
  • Sale prices in Levent and Etiler have risen sharply in the most recent period (41.76% and 25.55% year-on-year respectively) (Endeksa). These historical increases do not constitute forecasts of future appreciation, and past performance does not guarantee continued growth trajectories.
  • Gross rental yields calculated from current data range from 3.40% to 6.24% depending on area (Endeksa). Payback periods of 16 to 29 years are derived from these yields and should be verified against individual property specifications, management costs, vacancy rates and tax obligations, which are not detailed in this report.
  • We have not identified sourced data distinguishing new-build from resale properties, or ready-to-occupy from off-plan units, across these four areas for the same period. Developer delivery dates and completion timelines for any ongoing projects must be verified independently with the relevant developers and municipal authorities.
  • Foreign-buyer activity in Istanbul reached 817 units in September 2026, with Russians, Iraqis and Germans as leading nationalities (veriatlasi.com). However, concentration of foreign purchases within Beşiktaş, Sarıyer or Kâğıthane districts—the administrative units encompassing our four areas—is not documented in current sources (gayrimenkulhaber.com). Tenant and buyer profiles specific to Levent, Etiler, Maslak and Seyrantepe lack numerical sourcing (gayrimenkulhaber.com).
  • Two metro extensions (İTÜ–Kağıthane and Seyrantepe–Alibeyköy lines) are listed as planned projects as of 15 October 2026 (Metro İstanbul), but no construction timelines or opening dates are provided by Metro İstanbul. Completion and operational status of any transport infrastructure should be confirmed through official municipal channels before factoring into investment decisions.
  • Urban transformation activity across Istanbul totalled 924,000 units as of June 2026, with 175,000 under construction (kdb.gov.tr). The share of this activity within Levent, Etiler, Maslak and Seyrantepe is not specified in available sources, and seismic resilience or regeneration priorities for these neighbourhoods are not documented in current data.
  • All Turkish Lira figures in this report depend on the USD/TL exchange rate at the time of conversion. Investors holding or planning to hold assets in foreign currency should account for currency fluctuation risk independently of property-market movements.
  • Rental yield and amortisation metrics at the neighbourhood level are not available from sources beyond those presented in the price table (Endeksa). Comparative yield analysis with other Istanbul districts or asset classes requires external data verification.

Citizenship and residence framework

We examine the citizenship and residence frameworks applicable to property acquisition in the Levent and Maslak region based on current official sources.

Citizenship by Investment

Turkish citizenship through property investment requires a minimum purchase price of $400,000 (Yatırım Ofisi). The property deed must carry an annotation stating that the property will not be sold for at least three years (Yatırım Ofisi). These conditions are set out on the Presidency Investment Office website, last updated 27 October 2026 (Yatırım Ofisi).

Short-Term Residence Permit

A short-term residence permit requires the property to have a minimum value of $200,000 USD equivalent in Turkish lira, assessed at the date of acquisition (Göç İdaresi). Each permit is issued for a maximum of two years (Göç İdaresi). The minimum value condition is specified in the Immigration Administration's e-Residence application form, last updated 10 September 2026 (Göç İdaresi). Permit duration rules appear on the Immigration Administration's Residence Permit Types page, last updated 3 October 2026 (Göç İdaresi).

Note: The valuation methodology, family scope for residence permits, and renewal conditions require written confirmation from the relevant authorities.

Listings Above Thresholds

From our active portfolio in this region, the following listings have starting prices at or above the citizenship investment threshold of $400,000:

CodePropertyAreaStarting Price
A0006Villa, LeventLevent$5,500,000
A0008Villa, LeventLevent$3,150,000

Both active listings also meet the minimum value requirement for short-term residence permits.

Important: These are starting prices only. Actual eligibility for citizenship or residence permits depends on the title-deed value of the chosen unit and the official authority's assessment at the time of application. Prospective buyers should verify the final purchase price and obtain confirmation from the Immigration Administration and Investment Office before proceeding.
